I don't know the specifics of how it works, but they aren't subject to many US laws because we allow them to govern themselves. It doesn't really seem like the same thing. Sort of a loophole.

Again, I'm not comfortable in knowing the specifics here, but if the US technically doesn't own the property of native american reservations, they can't enforce their laws either.
