If, by room, you mean salary cap space, your only options are to either trade them or waive them and hope someone puts a claim on them.

If, by room, you mean roster space, then you can send them down if they have options.  If they don't have options, they need to clear waivers first before sending them down.  Keep in mind, however, if you demote a player once Spring Training begins, you risk that player suffering a demotion penalty which is typically a small loss of key ratings.

Yes. If the player has no optons left designate him with waivers and hope someone claims him. If not claimed, stick him in the minors. A player not worth a major league spot could help your AA team make the playoffs and get your real prospects extra games and development. You're going to play his salary regardless, so you might as well find some use for him, even if it's just taking up a bench spot in Peoria. There is zero benefit to releasing a player.
