Cap determined by draft. Only 4 of the $20M plus pitchers are in the draft pool. It will add an element of strategy to opt for getting huge numbers of HOF IP/PA or for maximized performance given that you'll have far more than enough IP/PA in AAA.

Clones created by getting a AAA player who matches one of your 7 drafted players are fine.

I would expect the 7 players' total salary to have a median around $80-90M from a few sample teams I built. Whoever picks first won't get another pick until #48.
