Just for the sake of clarity, this doesn't apply to the 15-day DL (I can't speak with certainty to the 60-day).
I suspect the difference (if there is one) is because the 60-day DL actually frees up a spot on the 40-man roster, while the player on the 15-day DL still occupies one of the 40 slots.
While a guy on the 60-day DL opens up a spot on the 40, I believe that if he comes off the 60-day DL before the playoffs he is still playoff eligible. I'm pretty sure that happened to me in a recent season.
In essense, if you place a guy who is on the 40 on the DL60, your 40 becomes a 41. But to take him off the DL60, you would have to bring the 41 back down to 40 by removing somebody else.
