I guess this could be true. I used this system in multiple hockey progressives I ran.. and it gives the teams that are out of it all season something to do that is kind of fun while the playoffs go on. Plus, I like it because you have to earn the top pick. No lottery nonsense to complain about.

It is not perfect though as it can take some time to round everyone up to run the little league.
