OR won 5 titles in 8 years including the only d1 3peat ever, when d1 tark was very young. i won 5 titles in 9 years later in tark, but it was split across two schools, colorado and texas a&m. i dont think there are other d1 runs that are quite there in terms of # of titles in so many seasons, but lostmyth and clone both had some really good 10 year runs with a few titles and some other good seasons. if you check the old dynasty lists you can see what the best d1 run was according to that, it wouldn't include my 5/9 though because it was across two schools... i dont think ORs was on top because the world strength would have ranked a lot lower than other situations, its hard to say what exactly the best run is because of that difference in time and situation and all. i think the dynasty lists i did are the only attempt to ever reconcile those differences, and i was actually pretty happy with the results, speaking as someone who is pretty picky about such things. but it doesnt take into account things like how much money your conference got vs others, how good were the coaches around you, etc... which all makes a very big difference in d1 (as you know). all world strength takes into account in my dynasty lists is the human population and how long coaches have coached at that school. i cant remember how it treats a new coach at a long run human school but i think it counts better than a new coach at a long run sim school and worse than the same human at the same school for a long time (i think 10 seasons is the max it cares about)
