The other MLB owners are, for now, choosing to tolerate Jim Crane's tanking.

It costs them money, as attendance is much lower when the Astros come to town. And they get less money when they travel to Houston, as attendance sucks there, too.

If enough other MLB owners ever decide they've had enough, they can remove Crane from ownership. As has happened to Frank McCourt, Marge Scott, etc.

So it seems to make sense a vote of the majority of HBD GMs should be able to make rules about what allows others to stay in the world.
