They outlawed it because it was excessive and was mostly just there to draw HBP, no?

HBP happen more often. But they outlawed the heavy armor because it led to more HBP.

If you'd ever been hit on the elbow with a 90+ MPH fastball, I doubt you'd think anything that dulled the impact was excessive.

Yea, it hurts, but I think the idea is "enough to protect you" not "enough to make sure it doesn't hurt at all."  Theory is that players were using armor not so much for protection, but more to get on base more often.

Do you think catchers have "enough to protect you" options at home plate?   You know, like not blocking the plate.

Then, if you're concerned about breaking a leg, which will NOT give you a competitive advantage, don't block the plate.   It's just a risk/reward decision a catcher has to make.
