It's winter 1994/95. There was no World Series for the first time since 1903 last October. Baseball has suffered it's deepest self-inflicted wound. Something radical is needed to revive the national pastime.
The answer? Contraction and radical re-alignment.
MLB will shrink from 28 teams to 16, and the National and American Leagues will be realigned regionally.
The following teams will continue on, the rest will be dissolved, and all of their players will become free agents and available in our first draft:

Philadelphia Phillies
NL WEST
Chicago Cubs
Detroit Tigers
Cincinnati Reds
Cleveland Indians
AL EAST
Houston Astros
Milwaukee Brewers

Los Angeles Dodgers
San Diego Padres
San Francisco Gianta
Seattle Mariners
Here's how it works:
When we get 16 owners, we create a random draft order and use that order to select the above franchises.
Each owner then posts a 10 player keeper list from their team's real-life 1995 roster. Multi-team players are the property of the team that they started the season with.
The player draft begins in reverse order of the franchise draft and we follow a straight draft format (1-16, 1-16,...)
The draft pool is made up of the "free agents" from all of the contracted teams as well as any of the unprotected players from the 16 "survivors."
And ya' know, if some of our players are popping some "supplements", we just look the other way, we're trying to save baseball here, right?
DH in both leagues (because, as we all know, chicks dig the longball).
No salary cap.
4/2 real-life AAA players, which we select in a one day supplemental round at the end of the regular draft.
Use real-life ballparks for your team and move when they do.
