This league will have 3 different cap levels ( 8 owners at each level)  --- 97 million , 100 million,  and 105 million. All teams will draft their ball parks ( ballparks will be exclusive). All players will be available from 1900 to the present. 97 million cap (will have no restrictions). 100 million cap ( rosters will be restricted to 3 randomly picked franchises ( must have at least 7 players from each franchise)  --- chosen by random.org). 105 million cap ( restrictions will be all pitchers must have a WHIP of 1.05 or higher and you may have no hitters with a .300 average or higher). There will be NO WW, DH, CLONES or Trades. Let's see who can with this wacky league.  All owners will be placed in divisions/leagues according to their cap level. I will take the 24th spot.
