.??? It is quite possible under a 200M cap to have a player above $14M ... So does "should not"mean O.K., if youcan do it, or did you mean it to be a prohibition?

It means you can't have. 

It's worded to mean if you check your roster and see a player over or under those numbers, you are outside the parameters.
