Everyone that has played in one of my themes knows I am a Phillies fan. This theme is for the 1964 Phillies. I simply want to play them in a theme. I also enjoy lower caps. This theme will find the best team from 1940-2015 with a cap of 70m. Your team must have 25 wis eligible players for 25 man roster. This rule will eliminate teams and make it tougher to find team.

Rules
Choose any team that did not make world series with a cap number near 70m. Entire roster must be used and under 70m.
No ww, trades, dreaded AAA players, twists, clones, injuries or dh will be available for theme.
Use only the players that played for chosen team during chosen year.
Random alignment unless owner chose to enter 2 teams.

You may use partial or combined year for players if they are listed as such for your chosen team. For example, I would need 64 Bobby Shantz Phillies version of combined or partial season.
Your team must have 25 eligible players. That concept eliminates teams. I built numerous good teams.
I know theme is strange and will force some research. However: if you want to play an average team and a small budget, this is a theme for you.
