since recruiting is during the season, are new signups recruiting during the season but playing the next? If not, their recruiting will suck in the second period right?

Yeah you'll take over a team and then recruit in the 2nd period. You're stuck with the players the previous coach (human or sim) signed in the 1st period.

don't worry, if you take over my team I ain't doing **** in new hd, so you'll have whatever resources were there or whatever - I'm not even opening the recruiting tab...

Especially because there are no good recruits in the first place (that isn't true but still).
