I've been able to get 3 out a red rating and 7 from an orange/yellow.
But that last point is hard to reach, like the old HD2 point that is still available after the maxed email was received.

Think in multiples of 7. Those are the changes, except red. Red < 3. So, the first answer is off in a couple spots.

An attribute that turns red without the number changing can gain 3 points.
