For example 21 1964 Reds and 4 other 1964 players.

No. You must use 21 players from your team. Then choose 2 hitters and 2 pitchers from other teams in same year. 21 + 4 additional players

I Am Going To hold Off On THE 2nd team. No matter how I look at it would have to play against my other team. Next season I will most likely try the 09 Redsox.

What do you think about this? A sister league, but every team chosen has to have finished the regular season with a winning percentage of .400 or less and each owner can choose 2 hitters, 2 starters, and one relief pitcher (as defined by fewer than 100 innings pitched). Turn some real looses into a winner. Could be interesting to see who comes out on top.

or the rules could be only players from that roster, but you can twist the seasons of 2 hitters, starting pitchers and one reliever.
