Are D2 players not able to get D1 players to go higher than moderate until a certain period of time? Or is is just D3?

there is a period where D2 has to wait, yes.

Is this for all D1 players? Because there is one player that I am trying to get that I would normally have been able to get in the old system.

Every player has a projected division on their player card, so that's the division you go off of (which is confusing because ranked players can now show up as D2 recruits).
