So you've got a problem with people who have proven they know what they're doing being in control because of their track-record, instead of career politicians who have proven they know little to nothing being in control because of which butts they've kissed.
Maybe that's how your service unit worked, but not too many successful units, or successful anything for that matter, work that way.
