Yes. They always tell us promptly about every change, along with plenty of detail, so that we know exactly how to adjust.

I never saw an announcement about budgets. Where you can keep the old budget or reset to 10s when you take a new team.

Major changes, they publicize.

For minor changes or fixes, if they're putting a bunch in together, they'll often announce. But if it's just one or two minor things, they may put them in unannounced.

I was being sarcastic. When you are dealing with programmers, oftentimes they just simply put code in and move it to live. It's only later when support get a million calls that you actually find out about this.

Yeah this one made me laugh. Seems to me it's a change they were previously dead set against as policy, that's why they didn't announce it.
