I think I read somewhere that you can move unused scouting dollars to recruiting dollars once scouting closes. Is this true? If so, how is it done? Thanks in advance for advice or a referral to the correct reference on this subject.

No, you can't. Scouting and Recruiting money are completely separate. In fact, you should save a few dollars of scouting money as you still need to scout players during recruiting if your primary targets get swept up.
