Yup. It's actually worth a ton, maybe almost as much as one HV (unconfirmed).

It does but remember, if you offer a scholarship, a player can take it any time. Be sure you want the player. If it's a backup option and you rescind the scholarship once he starts considering you and all the actions are open, you will be penalized and have no chance to sign him.

"a player can take it at any time"

Not technically true. If you're recruiting above your division then you know it won't be til the last day or even last 24 hours of the last day. And then the signing preferences will dictate others- late won't sign til 2nd period. So not nearly as risky.
