At the time of signing, moderate has a 0% chance of signing vs High or VH. If you've maxed out and are still only Moderate then you're probably at a prestige and/or preference disadvantage and probably won't make up the ground to get some ping pong balls in the lottery. It's possible if you devote 100% of your APs every cycle but it'll be tough probably considering what you've shared.
