RULES

-$120m cap - Increased 20% due to Dynamic Salaries and players in this era that require a 20% increase in salary

-No waiver wire, no DH

-AAA-below average players may be used

-Must win 30 by 120 to be eligible for 4-team lottery

-Stadiums exclusive and must be in use during one of the two years being simmed

-No rent-a-player deals allowed

-No in-season trades that would put a team over the $120m payroll allowed

-Draft picks may be traded up to, but no farther than, five seasons in the future

-10 votes to veto a trade (this will be adjusted according to how many owners have two teams to achieve 50% not counting trading owners. We currently have two owners with two teams apiece so counting those two and the trading owners is how I got the number 10 for this season.

-All Stadiums are available to be used from 1901 forward when the league began. Owners may change once every 5 seasons starting in 1953/2003 but owners who joined the league the past 5 seasons and changed stadiums must wait until the next stadium change to avoid stadium hopping.

Owners desiring to move must request it before the draft starts and they will get an extra pick. They can then choose when to pick their stadium according to relevant need. Owners must insure they check to see if an owner has a stadium for a franchise that another owner intends to follow the real life path of their franchise (see below).

If an owner wishes to follow the R/L switch of his franchise from one stadium to another because of a new one being built or re-names because of marketing decisions he will be allowed an un-contested switch. This will be know as the hockeyhead rule.

For trades made after the transaction deadline, this rule will be in force: All post-deadline (the period of time from the transaction deadline to the first game of the following season) trades must be recorded in the league trade thread in the owner's forum. If, within 24 hours of a trade being posted, three owners post objections to the trade, the commissioner shall send site mails to the league's drafting owners calling for a vote. If, within 24 hours of the posting of the commissioner's site mail, 10 owners vote to veto the trade, the trade is nullified, (this will be adjusted according to how many owners have two teams to achieve 50% not counting trading owners.)

The commissioner may overturn any trade not in the best interest of the league except his own.

For any rule not in place the commissioner will make a decision (this also counts new rules for the benefit of the league) and if 3 or more owners are in disagreement there will be a vote to overturn the commissioner's decision. To overturn the commissioner's decision it will take 12 votes and the commissioner may not vote. This will insure a majority of owners playing and not those that care to vote as owners who complain about a ruling are usually the only ones to vote. Votes will only be revealed with owner approval.

rooskie really does run a great league. I'm the former owner of the Anaheim team and you won't find many leagues that are handled better than this one.

While I left because I need to step away from progressives for a time, I can't recommend XYZ enough.
