How are you defining good innings? Does 2004 Radke's 1.16 whip and 0.94 hr/9 count as good? He's my worst pitcher. I also have 366 mediocre IPs of 1899 Vic WIllis (1.15 whip, 0.16 hr/9). The rest of my usable pitching staff (Mathewson, Wyatt, Ojeda, Nathan, Urbina, Henke) have whips 1.01 or below. I focused on pitching so hopefully, my team is above average in that respect.
Unfortunately, my offense will be worse than most. I was the last person to draft Gehrig so I am below average at 1B. I didn't get to add Babe Ruth and I have to start Barajas at catcher. Oh, and I miscalculated how much my team would cost and in the effort of trying to save salary, I ended up with a salary of only $117.9M. Still working ways to maybe upgrade somewhere.
Your Radke is very similar to my '01 Radke (1.15 WHIP, 0.96 HR/9), and I did NOT count him as good innings. He is my 4th best SP, and maybe my parttime SuA, which should tell you all you need to know about my team.
When it was down to drafting more 1.10+ pitchers, leaving lots of cap room, or fitting more stud hitters just under the cap, I had to go with option #2.
I had(have) the option of a similar mediocre deadballer to your Willis, but it would mean gutting 2 spots in my starting lineup. Barring a change of heart, that's not happening.
