Defenders selected to 'cover' if no one to cover? Topic

What happens when a defender that is supposed to be in 'cover' has no one to cover? For example, in 3-4, if you had 4 LB's all set to cover RB/TE's but the offense only had 1-2 RB/TE's in their formation? Would those LB's drop in coverage in a zone, double cover the RB/TE's, or blitz?

I believe someplace in the development chat it stated that other than corners, everyone plays zone.
