Is it possible to offer a long term contract once a player is in arbitration? And if so, where do I find it?

Click the "Arbitrate" button. Once you get to that screen scroll down. In the body, there will be a ton of words, the "long-term" link option will be in there.

Yeah i had found it. Thank you. I believe it appears in the second cycle of arbitration because I looked for it this morning and it was not there.
