What determines home field advantage in the playoffs? Specifically the World Series? Is it not best record?

No. It's the ranking in each league (1st, 2nd, 3rd, or wild card) that determines it. Wins is the tie-breaker if the ranking is the same

So for example a 99-game winner who was first overall in the AL would have home field advantage vs. a 103-game winner who was second overall in the NL.
