you can scout 75 players to level 4 just off the 15k base budget if you are careful about how you spend your money. On my Grinnell team I have 3 openings at the D3 level and 97 guys scouted to level 4. In that same world, that would allow me to scout all the D2 players in ME, NH, VT, RI, CT, NJ, NY, PA to level 4.
I think there are some issues with D3, but I don't think size of scouting budgets is one of them. The biggest two issues for me:
1-I don't want to see the top 100 recruits. It adds clutter and actively changes the way D1 needs to be scouted as opposed to D2 or D3.
2-I don't want to see the guys who I have scouted in previous seasons but who didnt sign with any team
