If I get a new team can I cut players and get cash to recruit new players to fill those numbers in the second session.

Yup, any player you didn't recruit you get cash for if you cut

Well, actually you can't cut the players signed by simmy or the prior human coach in recruiting period 1. You can cut players from prior seasons.
