Recruiting Effort Fluid With Success Topic

Should a person's recruiting effort on a player be fluid and relative from one recruiting session to the next?

For instance, if somebody moves from a B in session 1 to a C+ in session 2, should their chances be adjusted? Or should the effort reflect the prestige at the time when the money was spent?

I think fluid because we all know it a team tanks from 1 yr to another real life recruits notice that, same way on having an amazing year. If that mid major that was decent went on a sweet 16 run then we as fans thus recruits take notice.

Two different questions there ...
1. You have no choice but to be flexible if you want to recruit reasonably successfully.
2. The value of your efforts is according to your prestige at the time. It is not changed, up or down, retroactively.
