Is it better to perform all 20 home visits right away when it becomes available or spread out through-out recruiting?

I don't think so, not that I've ever heard. But I'm not 100% positive. If not in actual value, maybe in considering credit? If that's even still a thing? Are you in a battle or is this just jumping in with both feet right from the start?

Battle.

It is better to make recruiting efforts after you have maximized your Preferences, as for example offering minutes if the recruit wants playing time. Offering a start also helps. AP's are given effect according to the Preferences at the time the effort is made, but not retroactively.

Don't listen to spud, its better to spread it out over 2 sessions of recruiting.

Start doesn't make a differene on preferences, all it takes is 15 minutes to get to very high.

15 gets you to high but 20 and 25 have a higher modifier

For example, 10 minutes might give you a 10% bonus (high) 15 minutes might give a 13% increase (Very High) but 20 would be like 16% (Very Higher).

Also, mathematically, there is no difference between giving 20 starts ASAP or spread out (except for the playing time preference). There are some benefits to giving all 20 early (like scaring people off) but in most cases if you're the only one on the player you can get to VERY HIGH with just AP or 1 HV so it's a bit of a waste of resources. If you can buy a sandwich for a $1, why would you offer $20?

Honestly, the answer is sometimes it's better to do it, other time, no. It really dépends on the recruits, on the expected battles coming, on challenges you see could be coming your way.

In D1, I put 20 HVS right off the bat when I want to dissuade other teams to challenge me.
If I am lurking, I put none until the other team has put his guard down...

But most of the time, I make sure to manage my money well and not spend when I do not need to.

I usually cut the handicapped a lot of slack, but you are flat wrong here.

He's only mostly wrong, in some situations it's better to spread it out but not all, not even many....

Joe, please give an example where the best strategy is to divide the AP's over two cycles. Thank you.
