Not gonna take a side in this, but there isn't much cheating to be done in 3.0. If you haven't found a recruit, he is flat unrecruitible by your school, end of story. At most, you might possibly have some illicit extra scouting info.
You can definitely gain an advantage. Spend all your scouting money from team A on intl recruits while doing all local guys with team B. Then you either have twice as many players scouted or more scouted to level 4.
All you need to do is buy the state to discover the recruit and those are very cheap. Especially valuable for internationals since getting those guys to level 4 on D3 budget is pretty tough.
