I'm telling you that you can't cut spending in order to shrink a deficit during or immediately after a recession.

It doesn't make a difference what you'd be cutting.

I think the sequester was a horrible idea. I don't think they should have done it.

If a balanced budget was your goal (it wouldn't be mine because treasury rates are still very low), I'd focus primarily on revenue, not spending. There are some things than can be cut, but they are relatively small. I wouldn't cut Medicare/Medicaid/Social Security.

In the first term yes. But I am not so sure he could not have put a plan in place during the 2nd half of his 2nd term when the economy stabilized somewhat.

Obama came out with the Obama phone. Not only the initial cost of the phone, but the subsequent monthly payments.

It was not necessary. Had it never been implemented, we would have cut spending during a ressioin which would have resulted in less debt.

Back in the 80's Reagan started something called the lifeline program. They didn't hand out cell phones. They were gigantic back then.

Other earlier Presidents instituted communication programs.
