Anyone know why some players only receive 5 development updates while others get 6 over the course of a season?

I think it's totally random. Last season I had a catcher in AAA that was the first one in my system to go through a cycle and he got 6 cycles. This season hes still in AAA exact same position and batting order and everything and he was one of the last to go through a production cycle and will only get 5.
