How so?
In HD they split scouting and recruiting. Each has its own budget and schedule.
Scouting period is nice and long, so you're not rushed on any given day. You don't automatically see every single recruit, either, but the ones you do see you can learn as much or as little about them as you wish. Scouting budgets are pretty generous. FSS is still there for some cheap scouting as well.
Recruiting has two periods, one in the season and one later. There seem to be a lot of battles for recruits. Complaints seem to center around four things: (1) it is no longer possible to replace Early Entries almost automatically, (2) very top teams have more competition, and (3) the projections of which recruits are likely to go D1, D2 or D3 are pretty messed up in a lot of cases.
The fourth thing is this: it used to be that if a team is ahead on recruiting effort by as little as 51% to 49%, they would get the recruit 100% of the time. Now, as long as you are close enough, there is a small chance that you could win the recruit even if you are not ahead. If several teams all make sufficient effort and are close in their efforts, any one of them might win the recruit. You don't know exactly where you stand, just roughly, because all you know is that you and the other teams are designated as Very High or High. You don't hear complaints when a coach wins a recruit, but there are a lot of complaints when a coach lets other teams stay High and then they lose the recruit to that team.
I probably don't explain it very well, but it is a slick system.
