I don't know, I would have to gather data from the forum post to see if its logical. To say 20% effort gets you the recruit. Really good question we will need to find the exact percentage of when a random draw occurs. I think I am just a tad bit too lazy for that.

ok. and what does the 43% mean again? im kinda lost on that one. does it mean in a coin flip scenario you will win 43% of the time?

43% means 43% effort usage by a Coach. 43% was the insight I got from a forum post.
