I know you hover over the service time to look at how much ML service time a player has. But what does it mean? Does like .125 mean they have 125 service days accrued? Or .025 mean 25 days?

Yes, it's yy.ddd (years, then days). A season is 172 days, but the year portion will only be incremented in the offseason.
