I am considering this, but there's one big downside. I don't like the fact that you move up one 5-year span each iteration. If two owners play all 16 seasons, and they happen to get put into adjacent time spans, they will be stuck in the same division for 12 of the 16 (75%) seasons. And considering there is no wild card, that could really suck for somebody who gets stuck with somebody really good.. Wouldn't it be more fun if you "drafted your next time span" where the draft order was reverse order of previous record? Eventually, once you got deep enough into this, after the first few draft picks, you'd have to automatically slot the rest to make sure nobody ends up with a duplicate, but that's easy enough to figure out.
Also, you are more likely to keep people around, since after a bad season, they know they get an early pick for next season.
Tentatively put me down as a maybe.
