Without even reading the rest of what he wrote, I do something similar to cub.
Start by using scouting services to scope the surrounding states. Then I will usually choose some guys and scout a few levels. Some guys you know not to scout fully just based on letters at ATH, DEF or WE.
Then when recruiting starts, pop 1 ap on a guy, or even color code him as a priority. Creating a shortlist. Afterward a lot is luck based on signings. I almost never recruit at my own level. It seems silly to do so given the imperfections in the current system. You won't land guys until the second phase of recruiting, but when you do it'll be good players who you've initially scouted.
Thats one way to team build. Especially if you're at D3.
