Should scholarships be offered any time during the recruiting process or only during the signing period?

You can offer them anytime. I think most people wait until it's within 24 hours of the first signings. If you spend the $100 on the offer too soon, you risk losing the $100 if someone else comes in and steals your recruit.

I hold off on offering scholarship until the cycle before signing just in case someone else turns the player yellow or red.
