What happens when a pitcher uses up all his pitches for the season?...Does he go to zero percent and never recovers?..The wizard refuses to use him?...He pitches and never retires a batter?...

He just stays tired. If he's 1% over then he never gets above 99% no matter how many days off you give him. If he's 5% over he never gets above 95%. Etc. Sparky will still use him.
