One comment on nitros' comment: If you did start #2 throughout his freshman year, his WE would increase at least 10 points. But that said, I would probably go with #1 because of the higher potential, and redshirt him. Especially if we're talking about a skill position.
High WE tends to become a self-fulfilling prophecy. That is, high WE begets (much) higher WE... and quickly.
Low WE does the inverse. It grows itself slowly, even with FR-season starts. It'll increase, but on a rebuild that's likely to only see 13 games this season, I'd be surprised if that WE was higher than 35 at the end of the season.
On my Stagg D-II team, I had a True-FR OL who started every game of the regular season AND the Conf Champ game - and then played as a backup through all five playoff games, but did not start. He is a High Potential (Pot = 3) guy and started with a 39 WE. Finished at 45 WE, for a +6 on
a 19-game season, with the first 14 games being Starts.
