I re-read the rules, it is draft any player from a team. You need 23 players
You only need 12 players. There are only 12 people drafting within each league.

There are 11 other owners in your division (AL), each with 2 teams. You will select one player from each of those, so that's 22.
You will also have your initial 2 picks off your teams, plus the one twist pick from one of your teams after round 10.

2+22+1 = 25 total

When schwarze says "you only need 12 players" he means that a team only needs to have 12 players on its roster to be eligible to be used in this draft.

Each league has 12 owners. Each owner nominates two teams. That's 24 teams. You'll choose one player from each of the teams you nominate. You'll draft one player from each of the other 22 teams. Your final player will be a twisted player from one of your nominated teams. 2+22+1=25.

A slight modification to what schwarze said: I'd think if you nominated one team that has only 12 players then your other team would need to have at least 13. But I'm guessing this is a moot point; I don't think there are any post-1920 teams with fewer than 13 total players.

So you are drafting from anyone who played those years but not the two you pick.

Once there are 24 AL teams selected, you will draft ONE player from each of the other 22 teams (from the specific year), other than those already off the board. Once the draft is over, you can twist 3 of those 22 players that you draft.

You can twist up to 3 of your draft picks (from other teams)
After round 10, you will add one player (somebody not already drafted) from one of your two teams, and must twist him.

So a total of 4.
