If you were starting completely over with a rebuild in a division with two neutral parks and one batters park (currently featuring a power bat lineup), and were four seasons away from being competitive, would you chose a pitchers park in contrast to the others, go for a neutral park, or would you be indifferent (choose whatever had the best brats)?

Brats.

Seriously-- I don't think it matters very much-- good teams are good everywhere. But if you're looking for a teeny tiny advantage, look around the world and see if power seems to be overpaid or underpaid. If power appears to be underpaid, take a park with much better power than singles (MIL, TOR, SAN). If power appears to be overpaid, go to a park that allows singles but not HR (lots of them, but in particular SF, OKC, DET, PIT).
