I have no seniors in the upcoming season, but I see I still have a scouting and recruiting budget. Is this solely in case I want to rescind a scholarship or a player transfers?

You can establish a foothold on players who may go juco, too. Gives you a head start next season.

I have seen players who I recruited show back up in my pool after not signing, but I think they were just D3 players. Do any D1 projected players go unsigned and have to go to JUCOs?
