I"m sure someone has the math answer here on where the line is but I always go with potential... can raise work ethic but not potential... can't turn a ho into a housewife kinda thing
You turned a ho to a wife

low WE is tough. It builds on itself...like a snowball rolling down the hill. But if you start with extremely low WE, it's just tough to start the momentum and you don't end up with much

Each player has a certain potential even before they are recruited. Potential comes in about 4 or 5 levels.
What it is , is the total amount his attributes may grow to. This is compared to WE which is how Fast he may get there(depending on factors such as playing time, starts and more ).
You determine potential of each player by sending an assist coach visit to him early in recruiting . You will get back an email from your assist coach(or Sometimes from the player himself) with a message. That message spells out what potential the player is.
PS: You do have to know what the messages mean from assist coach or player on scout trips.
There are other threads explaining this. So you can do a search for them or ask in this forum .
I has a player tell me he couldn't go to my school as his dad was in Prison and he was a bad a$$ and wanted him to go to the other yellow school. I stopped recruiting him

I married an STL with sub-30 WE.

Worked out after 10 years.

Of course, she's gotten way way way above normal PT over those 10 years so that WE is +++++++.

Just sayin'.........

Perhaps she plays baseball only and is a "catcher"...

I have a similar situation. I have two high potential guys who have different WE's. Player A is slightly better then player B and with a work ethic of 39. Player B is slightly worse than player A with a WE of 58. Who would you take based off of those comparisons?

If player B is within two or so GD points, I would take player B.
