Yeah, this seems right. If a player is drafted a lot at low caps, that's a sign they are underpriced. If they are drafted a lot at high caps, that's a sign they are one of the very few players good enough to be worth using in a high cap league.
In general it feels like you want something like a comparison between how often a player is drafted, and how often players with similar salaries (or perhaps similar $/PA, and $/IP) are drafted. Right now, every high end player is going up all the time, and that isn't what was intended.
