If a player declines an offer for a promised start, will he decline if offered again and every time after that?
Or is each offer subject to random chance?

I have had a recruit decline a freshman start and still sign with me that cycle.

Yup. Just because they refuse the start, doesn't mean they won't sign with you.

Seems like they will decline if undecided at times, but if they choose you and another school they will usually accept it every time
