The vast majority of top coaches use fatigue. Some will use target minutes if they have tons of promises they need to fulfill. Biggest problem with minutes is the engine could, in theory, have several backups in at the end of a close game in order to meet the target minutes of bench players.

another problem with target minutes is that your starters might become very tired and ineffective before they hit their allotted amount of minutes. I started out with target minutes not too long ago and lost a lot of games due to having exhausted players that needed to be subbed out.

Update after 2 games (small sample size):

Summers 28.5 mpg
Graham 23.5 mpg
Bridges 16.0 mpg
Daily 12.5 mpg

No foul trouble. All set to fairly fresh, except I changed Bridges to getting tired, after he only 15 minutes in game one.

Definitely want to get Bridges more minutes and less for Graham.
