I currently have a 10/5 guy that I am trying to trade. We are currently just finishing signing coaches and signing free agents. Spring training starts in a day or two. My pitcher has a no trade because of the 10/5 rule. And I had the best record from last season. I thought I could only trade him to the teams that won the division last season. Is that not true? He keeps denying trades. Is he untradeable?

You can't trade him til game 28 when the WW order reshuffles. And only to team higher on it than you are.
