End of season will get you an extra bump. Beginning of season will not.
It's so that for a player like
Player Profile: Cole Palmer, at the end of the season he will either have 4 or 5 intervals that say "Regular Season", and you want to make sure you get that final interval to "close out" his coaching development. So if you promote after the minor league playoffs are over you will get a player card that looks like this:

-If I do the boost at the end, the player carries over the 64 OVR (post-promotion) into rollover & training. These boosts are exaggerated for DITR, especially those from your current season who have just gotten it.
-If I do not do the boost at the end, the player carries over the 63 OVR (sans promotion) into rollover & training. The extra unclaimed points from the previous season are not simply "remainders" that are tacked onto Spring Training, the remainders get rounded down and the end-of-season/playoff coaching development points is lost forever.
Multiply this effect over the first 3-5 years of development and it literally makes the difference of 3-5 OVR across the lifetime development which ends up being the difference between career minor league and 3-5 seasons of minimum salary replacement level talent (and therefore fewer roster spots that you need to spend your payroll budget on), the diff between backups and starters, the difference between starters and type B/A, the difference between good players and stars. Promote at the end.
